| Transporting goods is mundane under normal circumstances. In a state of disorder and chaos, that changes dramatically. Major roads may become inaccessible or cordoned off in emergency circumstances for a number of reasons, both political and climatological. During an emergency situatin, fuel deliveries become prioritized and the priority is likely not to be civilian usage. Rationing has been enacted even during stable times, and instability may create a reintroduction to these policies. Global events may create astronomical rises in commodities that are taken for granted such as petroleum based fuels. Advocates of peak oil are convinced that this is already beginning to occur. In a major disaster, it is smart to assume that large scale fuel distribution will not be available or accessible for the duration of the crisis. Personal fuel supplies may well be limited to what is in the vehicle's tank or what can be scavanged. For those accustomed to filling their gas tanks up a couple times a week, the reality of the situation may get very intense. Alternative transport devices quickly become the norm in conflict zones, and transport via bicycle, rickshaw and other human powered vehicles may be the most rapid way to move from place to place. Corresponding with this increase in utility, these items very quickly become unavailable. Transporting supplies in any significant quantity with just human powered vehicles becomes a significant challenge. Additionally, work which is done with machines may well be done with wheelbarrows and other simple machinery. Emergency transportation covers these simple devices and the machinery used to do repairs on them. A reliable way to move faster than walking pace can be very desireable, particularly if you need to evacuate an area. Bicycles are often much faster than cars if a large scale evacuation forces gridlock. In longer term crisis situations, cars simply become unsustainable in may scenarios. In the higher middle portion of the list, transportation is an important need, although secondary to supplies that are directly related to basic survival. |
